Аннотация
Цель статьи – представить результаты исследования о влиянии проектов Erasmus+ (2015-2020) на систему высшего образования республики.В ходе исследования использовались методы социологического анализа документов и опроса целевых респондентов. В качестве материалов исследования были использованы отчеты мониторинга и материалы от проектных команд. Для усиления доказательности исследования были организованы опросы через онлайн анкетирование, обсуждения в формате фокус групп и структурированных глубинных интервью с экспертами. Один
из основных выводов исследования: меж-университетское сотрудничество в рамках Темпус позволило вузам страны накопить необходимый потенциал для модернизации системы высшего образования, затем распространить передовой опыт и начать его внедрение в рамках Erasmus+, а также продолжить усиление воздействия совместных проектов на повышение инновационности и конкурентоспособности системы высшего образования республики в ходе очередного этапа Erasmus+. Заключения и рекомендации будут полезны для потенциальных участников всех ключевых направлений сотрудничества в рамках нового этапа программы Erasmus+ (2021-2027).
Особый интерес читателей вызовет заключительная часть исследования с описанием реформ 2017-2020 годов в сфере политики и экономики, высшего образования, науки и инноваций, в сельском хозяйстве и в здравоохранении, а также разработанные в соответствии с ними наиболее актуальные темы для будущих проектов в сотрудничестве с партнерами из производственного сектора, сферы науки и отраслевых министерств и ведомств.
The article is focused on the results of the recent study on impact of Erasmus+ projects (2015-2020) on higher education system of Uzbekistan. The research methodology is based on the methods of sociological analysis of documents and surveying of target audience. The documents used for research included field monitoring reports and self-reports of project teams. In order to strengthen the evidence of the study, surveys were held through online questionnaires, as well as focus groups discussions and structured in-depth interviews with experts. One of the main conclusions of the impact study — interuniversity cooperation within Tempus enhanced capacity of the higher education institutions necessary for modernization of HE system and later within Erasmus+ it further continues through introducing and disseminating the results and best practice. And then it comes to the point where the impact of projects is expected to increase the innovation rates and competitiveness of the national higher education system with the support of the next phase of Erasmus+ programme. The potential applicants to all key actions available under the new phase of Erasmus+ (2021- 2027) will benefit of conclusions and recommendations. The most attractive part of the study is description of reforms in politics, economy, higher education, in the fields of science and innovations, agriculture and healthcare for the period of 2017-2020, which is followed up by the most relevant topics for future projects to be considered while preparing new project proposals in cooperation with partners from industrial sector, science and respective line ministries and agencies.
